Maj (USAF) Jeremy Grunert

Major Jeremy Grunert is an officer in the U.S. Air Force Judge Advocate General (JAG) Corps and is currently serving as an Assistant Professor of Law at the United States Air Force Academy, where he teaches the Academy’s “Space Law” and “Law for Air Force Officers” courses. Maj Grunert has previously been stationed as a trial attorney at RAF Lakenheath, United Kingdom, and Incirlik Air Base, Turkey, and has deployed to Qatar and Afghanistan. Maj Grunert holds an undergraduate degree in Government & Literature from Claremont McKenna College, a JD from the Pepperdine University School of Law, and an LL.M. in “Air & Space Law” from the University of Mississippi School of Law. He has published a number of articles on the subject of space law, including “The ‘Peaceful’ Use of Outer Space?” in War on the Rocks and “Grounding the Humā: The Legality of Space Denial and (Potential) American Interference in the Iranian Space Program” in the Air Force Law Review. Maj Grunert’s other academic interests include Middle Eastern politics and history, unmanned aerial vehicles (UAVs) and air law, and military history.

Sebastian J. Bae

Sebastian J. Bae is an adjunct assistant professor at the Center for Security Studies at Georgetown University. He teaches a graduate course, Basics of Wargaming, where student teams research and design educational wargames. He also serves as the Co-Chair of the Military Operations Research Society (MORS) Wargaming Community of Practice (CoP). His professional work focuses on wargaming, emerging technologies, future warfighting concepts, and strategy and doctrine for the U.S. Army and Marine Corps. Previously, he served six years in the Marine Corps infantry, leaving as a Sergeant. He deployed to Iraq in 2009. His writings have been published in Foreign Policy, War on the Rocks, Strategy Bridge, Task & Purpose, the Diplomat, and Georgetown Security Studies Review.

Maj (MOD) Tom Mouat

Tom Mouat (MBE, MSc, PGCE) is a graduate of the Army Staff College and has served in the Army since 1977. He is an expert in both manual and computer-based simulations and running large-scale military training exercises. He served with the ARRC, including 12 months in Bosnia, and was awarded an MBE. He also ran the Army’s principal land-based simulation system for three years and served in the UK MOD’s procurement organization, dealing with simulation systems for five years, where he was awarded the Chief of Defence Material’s Commendation for Innovation. He has an MSc in Simulation and education Wargamming. He is currently responsible for Modelling and Simulation at the Defence Academy of the UK where he was awarded the Chief Scientific Officer’s Commendation for his contribution to science and technology. Most recently he served on the staff of the Department of Health and Social Care as part of the Government response to the COVID19 pandemic.

1st Lt (USAF) Samantha Potter

1st Lt Samantha Potter is an Acquisition Officer in the United States Air Force where she manages the procurement of novel force protection equipment. She earned her MPhil in International Relations from the University of Oxford in 2021 as a Holaday Scholar. Prior to Oxford, Sam studied English Literature, Legal Studies, and Russian at the U.S. Air Force Academy, where she graduated in 2019. She also works as an advisor at the Royal Institute of International Affairs. Her research focuses on arms control and the regulation of emerging technologies, particularly space weapons.

Philip Dursey

Philip Dursey is the Chief Information Security Officer at Hydra, a venture-funded cybersecurity technology startup; Principal Security Architect & Advisor at STRATISEC, Senior Advisor for Cyber at Lincoln Network, Policy Group; Cyber Auxiliarist for the United States Marine Corps; Technology Director at OUSSG and Oxford MSc Candidate in Software & Systems Security. The focus of his work and studies is in cybersecurity strategy, cyber deception, adversary engagement and active defense.
